As part of the development of the next EU Framework Programme (Horizon Europe), the role of Joint Programming Initiatives is under discussion. Based on the experiences of the ten JPIs and their recently presented long-term visions and strategies, the conference will focus on their role and contribution to achieve the UN Sustainable Development Goals (SDGs) and implement mission-oriented programmes in Horizon Europe. The agenda is therefore built upon the following issues:
Reflect the experiences of JPIs in establishing mission-oriented / challenge driven R&I programmes against future requirements of the ERA and Horizon Europe
Position the JPIs has hubs for coordinating the partnership landscape in the respective areas
Present a common position of the ten JPIs regarding the next development phase
Discuss the future role of JPIs in FP9 and with regard to international policies, in particular Sustainable Development Goals
The event, planned in Vienna on 20 September 2018, is targeting GPC, ERAC, European Commission, National Representatives, and Research Organisations. One occasion for the Water JPI Chair to present the Joint Public-Private Action Plan on Water. At this occasion, the ten JPIs will publish a declaration on how to drive research and innovation to address global challenges.

The Water JPI is assisted in its work by two groups of advisors who sit on the Water JPI Advisory Boards; a Scientific and Technological Board (STB) and a Stakeholders Advisory Group (SAG). Our Advisory Boards are due for renewal in 2018. The Governing Board approved twelve organisations nominated to participate in the SAG, including the FAO, GWRC, OECD and UN-Water. With respect to the STB, five members were retained for a further 1-year period from Spring 2018 in order to create an overlap between the outgoing and incoming advisory boards. The Governing Board selected five new experts to serve on the STB. More information are available here. The first meeting of the Water JPI new Advisory Boards will take place on the 26th September 2018 in Dublin, Ireland.

The Water JPI is working towards developing the guidelines for the impact assessment and evaluation of their joint activities. To progress this work, a workshop will take place on Tuesday 18th September 2018 in Vienna, Austria. Participation is on invitation only. The purpose of the workshop is to (i) Revise examples of the application of different impact assessment systems; (ii) Obtain information for the implementation of an impact assessment system in the Water JPI and Progress in the definition of specific indicators for the evaluation of the Water JPI. The Water JPI, as part of its supporting EU-funded Coordination Support Action IC4Water, is looking at opportunities to develop a common strategy for International Cooperation with other European Initiatives. At a quick glance, to-date the Water JPI has set up contacts and initiated Joint Actions including joint transnational calls with several international partners, as outlined in the figure below.
To progress this work, the Water JPI is organising a series of three 1-day workshops starting with the first one on the 19th September 2018 in Wien/Vienna, Austria. The first workshop, on invitation only, is targeted at the other International Initiatives (e.g. FACCE-JPI, PRIMA), Policy-makers and other relevant stakeholders to discuss the current State of Play of International Cooperation and exchange views & share experiences to identify common barriers as well as common practices. There will be a number Initiatives represented giving detail on their work and including talks from DG Research and Innovation, UN-Water and the Groupe de Programmation Conjointe (GPC).
An online survey was undertaken by Environmental Protection Agency (EPA) Ireland on behalf of the Water JPI in March-April 2018 in order to gather background information on the current State of Play of International Cooperation amongst these initiatives. A Summary Report from the survey and outcomes of the workshop discussions will provide the next steps to progress this important work. More information at the following link.

The three principal investigators of the Water JPI funded project PERSIST, Prof. Josep Mas-Pla, Prof. Corinne Le Gal La Salle and Prof. Christine Stumpp, are promoting the Water journal Special Issue covering the topic of Pharmaceutic compounds, as emerging organic contaminants, and their occurrence and transport in groundwater: sources, reactions and fate.
This topic focused on recent contributions dealing with groundwater Emerging Organic Contaminants pollution, especially pharmaceutical products, which have recently come to be of major concern, in contrast with pesticides or other chemicals that have already been studied for many years. The Global Water Sustainability (GEOGLOWS) Initiative of the Group on Earth Observations is supporting the advancement of water sustainability on scales from global to local by making earth observations available for science and application development, and capacity building to support this goal.
With more than 30 participants from government, commercial, and other non-government organizations, the European Centre for Medium-Range Weather Forecasts (ECMWF) hosted the GEOGLOWS annual business meeting. The conference brought experts from the earth observation provider and user communities, international and GEO coordination initiatives, technical experts in operational forecasts, space and in-situ monitoring, and decision makers in the water management area.
The discussions and presentations focused on finding pathways to efficiently manage the GEOGLOWS implementation agenda through establishing new partnerships and engaging new members, refining the path of current activities, and identifying emerging issues related to water sustainability and the role of earth observation in addressing them. The Water JPI was represented by Dominique DARMENDRAIL, Water JPI Coordinator (online), and Katie SMITH, Drought Analyst and Modeller at CEH/NERC, as United Kingdom representative. The UN Report 2018 on Water and Sanitation reviews the global progress made towards achieving Sustainable Development Goal 6 (SDG 6) of the 2030 Agenda for Sustainable Development. It builds on the latest data available for the 11 SDG 6 global indicators and informed the High-level Political Forum for Sustainable Development during its in-depth review of SDG 6 in July 2018. The report represents a joint position from the United Nations family. Today, billions of people lack safe water, sanitation and handwashing facilities. Ecosystems and water sources are becoming more polluted, and funding for water and sanitation services is inadequate. In addition, governance and delivery systems are weak and fragmented.

The European Environmental Agency (EEA) report “European waters - Assessment of status and pressures 2018” gives an updated check on over 130,000 surface and groundwater bodies monitored based on the data collected and reported from more than 160 so-called River Basin Management Plans covering the period 2010 to 2015.

The European Environmental Agency (EEA) report “European waters - Assessment of status and pressures 2018” gives an updated check on over 130,000 surface and groundwater bodies monitored based on the data collected and reported from more than 160 so-called River Basin Management Plans covering the period 2010 to 2015.
According to the report, only 40% of monitored lakes, rivers, estuaries and coastal waters achieved the EU Water Framework Directive’s minimum ‘good’ or ‘high’ ecological status. European groundwater bodies, like aquifers, are in good health in most cases, with 74% being rated as having good chemical pollution status and 89% having good ecological status. The EEA assessment also looked at the quantitative state and over-abstraction of European groundwater and the overall chemical status of water bodies.
New rules for Safer drinking water for all Europeans

Most people living in the EU enjoy very good access to high quality drinking water. This results from long standing EU legislation protecting Europeans and ensuring that they have access to high quality drinking water. The Commission wants to make sure that this high quality is preserved in the long run. The Commission proposes to update provisions by adding new and emerging substances to the list of criteria for determining water safety (such as legionella and chlorate). These additions take account of the latest scientific knowledge and recommendations of the World Health Organisation.
The new rules will require Member States to improve access for all people, especially for vulnerable and marginalised groups who currently have difficulty accessing safe drinking water. In practice, that means setting up equipment for access to drinking water in public spaces, launching campaigns to inform citizens about the quality of their water and encouraging administrations and public buildings to provide access to drinking water.
Another important change in the legislation will give the public easy, user-friendly – including online – access to information about the quality and supply of drinking water in their living area, improving confidence in tap water.
European Flood Awareness System
The European Flood Awareness System (EFAS) is the first European operational system for monitoring and forecasting floods across Europe. The European Flood Awareness System (EFAS) is the first European operational system for monitoring and forecasting floods across Europe. It provides complementary, flood early warning information up to 10 days in advance to its partners, the national/regional hydrological services and the European Response and Coordination Centre (ERCC).
The Hydrological Data Collection Centre analysed all hydrological data collected throughout 2017 with particular focus on:
- the general hydrological conditions of 2017;
- the gaps within the data collection;
- the exceedance of hydrological thresholds; and
- flood events.

The SWIM-H2020 SM Project (Sustainable Water Integrated Management and Horizon 2020 Support Mechanism 2016-2019) funded by the European Union aims to contribute to reduced marine pollution and a sustainable use of scarce water resources in the countries of North Africa and the Middle East (Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria and Tunisia). The project will provide tailored and targeted support to authorities and other stakeholders of the Partner Countries in order to tackle the reduction of industrial emissions, municipal waste and urban wastewater to the Mediterranean Sea and ensure the sustainable use of water resources. It aims to:
provide tailored and targeted technical assistance to national partners through an expert facility;
organize regional (or sub-regional) peer-to-peer seminars and webinars;
conduct on-site training courses and study tours;
capitalize on the lessons learnt, good practices and success stories;
support the Horizon 2020 Initiative’s governance mechanism and the work of the UfMS’s (Union for the Mediterranean) Water Experts Group.

The German Federal Ministry of Education and Research (BMBF) launched the funding measure ‘Regional Water Resources Management for Sustainable Protection of Waters in Germany’ (ReWaM) in 2015, with almost 30 million € within the framework of the funding priority ‘Sustainable Water Management’ (NaWaM). The projects’ funding period will end in 2018 or 2019.
Fifteen projects have been conducting research since 2015. All projects address the diverse challenges of regional water resources management in model regions. The model regions are located throughout the entire Federal Republic of Germany. This allows the transfer of the research findings to other regions in Germany and to neighbouring European countries. The final results and key messages of each project are presented in the project brochure and twelve positions for policy makers and water managers are summarized in the policy paper “New ways to Water Protection”. These insights are especially significant in view of the Europe-wide review process of the WFD which is currently being implemented.

Water is a peer-reviewed open access journal on water science and technology, including the ecology and management of water resources, and is published monthly online. A Special Issue on Pharmaceutic Compounds (PhCs) and Groundwater is now open for submission. Editors are looking forward editing a group of significant papers that provide a rigorous insight to the stated problems: the regional occurrence of PhCs in groundwater, the characterization of the PhCs input sources and their effects, the details on the transport processes and, especially, on their physico-chemical behavior concerning sorption and degradation parameters and mechanisms that would eventually allow simulating their fate in the subsurface. Finally, papers dealing on how to efficiently characterize the groundwater chemical status associated to these emerging pollutants at a regional level will contribute to translate hydrogeological knowledge to stakeholders and managers. Contributions that provide a comprehensive, integrated perspective of many of the mentioned issues are especially welcome.
Deadline for manuscript submissions: 1 May 2019.

Water is vital for ensuring food security to the world’s population, and agriculture is the biggest consumer. In order to address methods and approaches for smart water management in irrigation, EU and Brazil are funding SWAMP (Smart Water Management Platform), a research and innovation project of the Horizon 2020 Framework with pilots in Italy, Spain and Brazil. SWAMP partners organize the International Workshop on advances in IoT based Methods for Smart Water Distribution and Management in Agriculture (IMSA18) with the aim of bringing together people interested to discuss and enlighten the challenges, the opportunities and the long term ambitions of agriculture digitalization. IMSA18 is targeted at researchers and stakeholders from this multidisciplinary domain.

As it is an interactive seminar with the possibility to ask questions concerning the policy relating to your country in particular. According to a new Eurobarometer survey (Special Survey 416 from September 2014), almost all Europeans say that protecting the environment is important to them personally, and over half say it is very important. Half or more of Europeans say that they are worried about air pollution and water pollution, while over four in ten are worried about the impact on health from chemicals in everyday products and the growing amount of waste. The Water Security and Climate Change conference (WSCC 2018) is organized by Kenyatta University, the International Network on Sustainable Water Management in Developing Countries - SWINDON (TU Braunschweig), the Centers for Natural Resources and Development – CNRD (TH Köln) and the Food Security Center - FSC (University Hohenheim).
WSCC 2018 takes up the “bridge-building” aspect of WCSS 2017 and preserves continuity by serving as a platform for discussions towards water secure societies. The environment thus created shall be a stimulus for discussing new and innovative ideas with special attention to SDGs dealing with “Zero Hunger and Food Security”, “Ensure availability and sustainable management of water and sanitation”, “Clean Water and Sanitation”, “Sustainable Cities and Communities”, and “Combat climate change and its impacts”.
