Members

The Water JPI membership has grown in November 2017, with the integration of two member countries: Latvia and South Africa, and 2018, with integrationof the Czech Republic. Currently with twenty-three partner countries and three observers, the membership accounts for 88 per cent of all European public RDI annual expenditure on water issues. One of the main key achievements of the Water JPI, since its approval by the European Member States in December 2011, is the high level of partner involvement in implementing joint transnational calls.

Water JPI Partnership

Agencia Estatal de Investigacion (AEI)

Funding Agency and Programme Manager

The Agencia Estatal de Investigacion (AEI) implements government policy for research and innovation through the Secretariat of State for Research, Development and Innovation. AEI is the main governmental funding body for research and innovation, owning and managing the “State Plan for Research, Development and Innovation”. This Plan aims at promoting high-quality research in the full spectrum of scientific and technological disciplines, capacity building and career development in science and technology, supporting centres of excellence, research infrastructures, technology transfer, innovation and science dissemination.
AEI Directorate General for Scientific and Technological Research supports basic, strategic and applied research, included Water science and technology, through annual bottom-up calls. This Directorate General also promotes the internationalization of Spanish research and participates in various ERA-NETs and JPIs. AEI is representing Spain at the Water JPI Governing Board.

WaterWorks2014:

FECYT is a public foundation under the Spanish Ministry of Economy and Competitiveness, whose objective is to foster and promote science, technology and innovation in Spain.

Ms Vineela Pillay is currently employed by the South African Department of Science & Technology, as the Senior Science & Technology Representative to the EU and is based in Brussels. In her current role she facilitates the EU-SA science and technology cooperation; providing support to various initiatives; growing partnerships in new and emerging areas; leveraging resources and support for strategic priorities as well as strengthening the cooperation.
Before taking up this post, Ms Pillay was the Chief Director for Overseas Bilateral Cooperation at the Department of Science & Technology. She managed the portfolio of bilateral science and technology cooperation with countries in Europe & the Gulf as well as in the Americas & Asia regions. In engaging with bilateral partners, she negotiated value addition to the South Africa science system, promoting research, exchanges, human capital development as well as policy dialogues in key science, technology and innovation priority areas.
Ms Pillay has also been involved in environmental and sustainable development issues through various roles, including as Senior Policy Advisor in International Sustainable Development and Trade Co-operation at the South African National Department of Environmental Affairs. A large part of the portfolio included engagement with multilateral environmental agreements. She also has experience in national level environmental and sustainability planning, having worked with the various tiers of Government in South Africa.
Ms Pillay holds three postgraduate degrees, including a Master Degree in Science (MSc); a Master Degree in Business Leadership (MBL); BSc (hons), with experience in international relations, the science and technology sector as well as the environmental sector.

Environmental Protection Agency of Ireland (EPA)

The Environmental Protection Agency of Ireland (EPA) is an independent public body. EPA’s mission is to promote and implement the highest practicable standards of environmental protection and management that embrace the principles of sustainable and balanced development. The main responsibilities of the EPA currently include:

  • Monitoring and reporting on quality of environment;
  • License and regulation of industries, waste disposal operations and large fuel storage installations;
  • Implementation and enforcement of regulations on the use and release of genetically modified organisms; and
  • Funding and coordination of environmental research.

Effective management of the environment is increasingly science-driven. Through its research and development programme, the Environmental Protection Agency is generating the knowledge and expertise needed to protect and manage Ireland's environment. Over the period 2007-2013, the EPA’s research programme STRIVE has provided approximately 100 M€ funding for environmental research and development to colleges, research organisations and private companies. The STRIVE programme is managed by the EPA on behalf of the Department of the Environment, Community and Local Government. The EPA Research Programme (2014-2020) will aim at maintaining a vibrant and relevant environmental research programme to influence policy, identify pressures and develop solutions to environmental challenges. The Research Programme will be focused on addressing the major environmental challenges of Climate Change, Water and Sustainable Environment. The EPA currently runs a national programme supporting applied and/or basic research on water sciences and technologies, and has participated/participates in water related networks and projects in the Framework Programme. Among them, SKEP (FP6), ENVHEALTH ERA-NET (FP7), CIRCLE2 (FP7) and CIRCLE (FP6), WatEUr CSA (FP7) and WaterWorks2014 (H2020). The EPA is involved in the Water JPI (co-chairing the JPI since November 2014) and also in the JPI Connecting Climate Knowledge for Europe (CliK’EU).

Dr. Crowe is currently Director of the Environmental Protection Agency’s Office of Evidence and Assessment which includes the EPA’s programmes for water management, environmental research, environmental informatics, climate science, strategic environmental assessment, state of the environment assessment and reporting and liaison with the European Environment Agency. He holds a B.Sc. and Ph.D. in biochemistry from University College, Dublin and has worked with the Irish EPA since 1995.
He was appointed to the Board of the EPA in 2010 and from 2010 to 2012 he served as the Director of the Environmental Protection Agency’s Office of Communications and Corporate Services with responsibility for communications, human resources, finance, corporate governance, organisational training and development, buildings, IT and strategic planning. He served as the EPA’s Head of Internal Audit between 2007 and 2010 as well as running the EPA’s communications, strategy and corporate governance programmes. He was instrumental in the establishment of an Office of Environmental Enforcement in the EPA in 2003 and chaired the National Environmental Enforcement Network from 2004 to 2007. His main scientific areas of interest are water protection and management and waste management and he has run programmes and projects in these and other areas during his tenure at the EPA. Prior to joining the EPA he worked in Vancouver, Canada, for five years, conducting contract research in applied environmental sciences.

Areas of expertise Dr Alice Wemaere has a BSc. and MSc. in Chemical Engineering and a MSc in Environmental Sciences. She holds a PhD looking at Lake eutrophication and GIS modelling of nutrient loadings from a catchment into surface waters. Alice has been working with the EPA Research programme since 2004. FCT’s budget encompasses funds from the Portuguese state budget and European structural funds.

FORMAS is a governmental research funding agency under the Ministry of Environment; it is also related to other ministries, especially the Ministry of Enterprise, Energy and Communications. National Research Institute of Science and Technology for Environment and Agriculture (IRSTEA)

The National Research Institute of Science and Technology for Environment and Agriculture (Irstea) is a public scientific and technical institute under the joint supervision of the French Ministries of Research and of Agriculture and is holder of an agreement with the Ministry of Ecology. It counts 1650 members of staff spread over 9 centres in France (Antony, Nogent-sur-Vernison, Rennes, Clermont-Ferrand, Bordeaux, Lyon, Grenoble, Aix-en-Provence and Montpellier). As stated in its decree of association, the main mission of Irstea is to initiate, implement, coordinate and support, on its own initiative or at the request of the government, scientific and technological research in the areas of:

  • Sustainable land management, especially agricultural and natural land
  • Water resources
  • Ecotechnologies: development of procedures and technologies linked to waste treatment, agricultural, forest and food sector activities, and land use management

Irstea is a member of several European research networks, such as PEER (Partnership for European Environmental Research), Euraqua (European Network of Freshwater Research Organisations) and Alternet (A Long-Term Biodiversity, Ecosystem and Awareness Research Network).
Irstea also plays a major role in AllEnvi, the French alliance of national institutions working in the areas of water, climate, food and energy, and is involved in Agreenium- IAVFF, the French agricultural, veterinary and forestry institute. It plays a fundamental role in the coordination of national research programmes.
Irstea receives the ‘Carnot Institute’ label (http://www.instituts-carnot.eu/en/carnot-label) in 2006 and a renewal in 2011, acknowledging Irstea’s long- standing research partnerships with various socioeconomic participants, in both the private and public sectors.
