New Date: 3rd Water JPI Conference will take place on 17th and 18th November 2021
The transfer-oriented 3rd Water JPI Conference with the topic “From Research into Practice: pollutants, pathogens and antimicrobial resistances in the water cycle” is planned to be held in November 2021 as a hybrid conference. Due to the pandemics, only some participants will have the chance to take part physically at the event in Mülheim an der Ruhr (Germany), the major part of the participants is able to join the conference online.
The 3rd Water JPI Conference in Mülheim shall not only mobilise European and international water experts and researchers but also increase the participation of European institutions in activities of the Water JPI and the entire European Research Area. For this reason, the conference strives for involving policy representatives and the European Commission. Furthermore, companies, associa-tions, institutions, municipalities, utilities and individual experts interested in these topics are highly welcome.
A European-wide competition called “Junior Water Jump” entitled “Digital Solutions for the Control of Pollutants, Pathogens and Antimicrobial Resistances in the Water Cycle” will be hosted in the context of the conference. Start‐up companies and entrepreneurs will be invited to present their solu-tions to overcome these challenges in the European and Global water cycle. Further information on this competition is going to be shared via the conference website.
The Conference will also collaborate with the German Academic Exchange Service (DAAD), which is the world’s largest funding organization of its kind. DAAD Scholars of BMBF´s international programme “Sustainable Water Management” will contribute and execute their Alumni-Meeting at the 16th November 2021 prior to the conference.

Within the EU-funded Coordination Support Action IC4WATER, International cooperation for Water, the Water JPI held remotely on January 28th a workshop dedicated to exploring the opportunities for the scaling-up in Europe and beyond the JPI activities linked to water challenges
Building upon the key lessons and recommendations from previous Water JPI workshops, the objective of the workshop was to discuss how to
- reinforce collaboration of the Water JPI with the enterprises and to increase their participation in the joint activities launched under the Water JPI umbrella
- enlarge collaboration and activities in Europe and beyond
- develop new types of activities for the Water JPI, such as expertise, advocacy and technology transfer
The workshop, introduced by the International Cooperation Directorate of the European Commission, was attended by 41 participants including international organisations such as OECD, World Bank Group, and also national competitiveness clusters, enterprises (Data For Good, Cleveland Water Alliance) and policymakers.
Participants were divided into 2 parallel breakout sessions to discuss:
- How to increase awareness and participation of the water private sector in flagship Water JPI activities?
Discussions emphasized that the combination of large enterprises and SMEs is really important as both types of enterprises influence each other in a positive way, and that, in addition to the private sector, policy and public sector should also be included in Water JPI activities. Participants identified themes to work on together internationally (science – stakeholders): data management, internet of things, automation, defragmentation of the market on data technologies, monitoring technologies, introduction of standards, IT infrastructures, increasing awareness in policy and the public.
- How can the Water JPI contribute to the UN SDGs in Europe and beyond?
Discussions highlighted the lack of holistic and systemic approach in bringing the actors together, of link between science and implementation. International networks can help to achieve these issues. Many challenges come actually from not technical again but from socio economic aspects. It is crucial, especially in times of crises to support mobility of knowledge and to bring scientists and decision-makers together to overcome nationalistic drives. Water JPI could contribute to capacity building, through e.g. networking, pilot areas/studies with inclusion of all stakeholders. Linking water related science with education is another important aspect.

The Danube Region covering 800 000 square kilometres over 19 countries with more than 80 million people and facing water pollution, loss of hydrological connectivity and the effects of climate change, is an area of great interest for the Water JPI. The workshop showed there is room for cooperation between the Water JPI and water policy and management institutions, and RDI initiatives. Indeed, Water JPI’s priorities are well aligned with the priorities expressed by participants and several RDI issues are of common interest (e.g. nature-based solutions, impacts of mixed pollutants, water-energy-food-ecosystem nexus, climate change effects of the hydrological cycle and impacts of disruptive shocks due to climate change or pandemics). Cooperation could take the shape of mobility actions, capacity-building activities, information and knowledge sharing, and joint programmes targeted at young researchers. The Water JPI will seek to initiate and strengthen, at a later stage, cooperation with the main stakeholders in the region (e.g. EUSDR, ICPDR, Black Sea Commission).

These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each devoted to one of the 17 SDGs.
The volume on “Clean Water and Sanitation” is dedicated to SDG 6 "Ensure availability and sustainable management of water and sanitation for all". Water and sanitation are fundamental to human well-being. Horizon Europe, the new European Research and Innovation framework programme, has been officially launched on 2 February 2021 by the European Commission and the Presidency of the EU Council. With the opening of work programmes coming soon, the co-design of the candidate Partnership on Water security under Horizon Europe, Water4All, is going on.
The networks in charge of developing this Partnership (Water JPI, Water Europe, EurEau, EurAqua, European Water Association, Aqua Publica Europea, WaterCampus Leeuwarden, together with the EC) issued a first draft version of its Strategic Research and Innovation Agenda (SRIA) in early December 2020. It was submitted to the consultation of national representatives as well as to an open online survey until the 18th January. Altogether, more than 100 reactions and contributions have been collected, from Member States, networks, research organisations, private companies, associations, and also from individuals concerned with water issues – mostly researchers. The feedback was overall supportive of the proposal.
Based on the received comments, a second draft version of the SRIA has been issued in early February, and presented to Member States representatives on the 11th February. The partners will further improve the draft in the coming weeks, to release the first final agenda by May. The Strategic Research and Innovation Agenda shall describe the themes and topics that the partners consider important to address in order to enable water security for all on the long term. It will constitute the strategic backbone of Water4All and guide all activities carried out during its lifetime: annual Implementation Plans will derive from this agenda. The first Implementation Plan is due with the submission of Water4All’s formal application to Horizon Europe, expected during Summer 2021.

On their way to the adoption of the multiannual financial framework for 2021-2027 and the recovery package, the EU Council approved on 14 December 2020 a Decision on legislative acts forming part of the package and laying down the EU budgetary framework for the coming years. Member States shall adopt the Decision in accordance with their respective constitutional requirements.
Once into force the decision will introduce a new contribution from Member States based on non-recycled plastic packaging waste. The uniform call rate shall be EUR 0,80 per kilogram of non-recycled plastic waste and the Decision also envision an annual lump sum reduction for certain Member States.
Set in accordance with the European strategy, the national contributions will be proportional to the quantity of plastic packaging waste that is not recycled in each Member State. In this way, it will be an incentive to reduce the consumption of single-use plastics, foster recycling and boost the circular economy. At the same time, Member States will be free to take the most suitable measures to achieve those goals, in line with the principle of subsidiarity.

The “Horizon Europe” programme was symbolic launched Tuesday, 2 February with a budget of around €95 billion for research and innovation all over Europe from 2021-2027.
“Horizon Europe” is the ninth European framework programme for research and innovation, following the “Horizon 2020” programme (2014-2020), and will be the biggest programme ever undertaken in Europe. Its launch by the Portuguese Presidency of the Council of the EU is being promoted along with a mobilisation process for all of Europe, in conjunction with structural funds and, particularly, with the national recovery and resilience plans of each member state in preparation for the “Next Generation EU, 2021-26” programme.
The aim is for the European Union to lead the twin green and digital transition in association with a resilient recovery through a renewed European Research Area (ERA) and through an effective increase in public and private investment in R&D, particularly in the context of the recent reaffirmation by the European Commission of the goal of 3% of public and private investment in R&D in terms of gross domestic product by 2030.
