Water JPI Governance

The governance structure of the Water JPI ensures strategic decisions, operational execution, and continuous oversight.

Governing Board

The Governing Board is the decision-making body, responsible for JPI policy and strategy. It is composed of a Chair, a Co-Chair, and national delegates from participating countries. Voting is limited to delegates affiliated with programme owner institutions, with each country holding one vote. The European Commission, Associated Partners, and Observer countries participate as non-voting members.

Management Board

The Management Board is the executive body that implements the Governing Board’s strategy. It includes the Chair and Vice-Chair of the Water JPI, members coordinating ongoing projects, Task Force leaders, and additional members approved by the Governing Board for 2-year terms. Advisory Board chairs can be invited for specific discussions.

Advisory Boards

The Water JPI has two Advisory Boards—the Scientific and Technological Board (STB) and the Stakeholders Advisory Group (SAG). Each consists of 10-12 advisors serving three-year terms. They provide expert advice on ensuring JPI activities align with water research needs and stakeholder priorities. The Advisory Boards also serve the Water4All Partnership.

Task Forces

Temporary, voluntary Task Forces are established to tackle specific issues. They are formed based on proposals from the Governing or Management Boards.

Secretariat

The Secretariat is the JPI’s permanent support structure, hosted by a member country. It provides technical and administrative support to the Governing Board, Management Board, Advisory Boards, and Task Forces.
